[PATCH] tools/perf/build: Simplify the libelf logic

Ulrich Drepper and Namhyung Kim reported that the libelf logic in
config/Makefile is duplicated in part.

Remove the duplication, and also remove the now unused FLAGS_LIBELF
variable.
