[PATCH] CONFIG_PANIC_ON_OOPS should be shown if DEBUG_KERNEL

CONFIG_EXPERT is a bit silly a place for this, and hides it
unnecessarily. CONFIG_DEBUG_KERNEL makes much more sense.
