[RFC 3/4] ARM: dma-mapping: Return cpu addr when dma_alloc(GFP_ATOMIC)

Make dma_alloc{_attrs}() returns cpu address when
DMA_ATTR_NO_KERNEL_MAPPING && GFP_ATOMIC.
