[PATCH 1/7] compat: Introduce COMPAT_USE_64BIT_TIME

From: H. Peter Anvin
Date: Sun Feb 19 2012 - 21:24:50 EST

From: "H. J. Lu" <hjl.tools@xxxxxxxxx>

Allow a compatibility ABI to use a 64-bit time_t and 64-bit members in
struct timeval and struct timespec to avoid the Y2038 problem.

This will be used for the x32 ABI.
