[RFC PATCH 28/34] msm: clock: Invert CLKFLAG_AUTO_OFF

All locally controlled clocks can participate in the auto off
operations. Make the auto off flag default (and 0) to save lines
in struct clk definitions. We make the auto_off ops optional to
avoid marking PLLs and XOs explicitly.
