Maybe something like:

#ifdef whatever
#define RCU_ANNOUNCE "Hierarchical RCU implementation.\n"
...
#else
#define RCU_ANNOUNCE "Experimental preemptable hierarchical RCU implementation.\n"
...
#endif

Use pr_info(RCU_ANNOUNCE) instead of rcu_bootup_announce();
