[RFC PATCH 5/19] Target_Core_Mod HBA core infrastructure

The patch adds the core se_hba_t functionality that is used internally by
target_core_mod, as well as ConfigFS enabled fabric modules like LIO-Target v3.0
(iscsi_target_mod).
