[PATCH] debug warnings: eliminate warn_on_slowpath()

Impact: cleanup, eliminate code

now that warn_on_slowpath() uses warn_slowpath(...,NULL), we can
eliminate warn_on_slowpath() altogether and use warn_slowpath().
