[PATCH 3/3] percpu: fix percpu accessors to potentially !cpu_possible() cpus: x86 voyager

Impact: CPU iterator bugfixes

Percpu areas are only allocated for possible cpus. In general, you
shouldn't access random cpu's percpu areas.
