[PATCH -rt] sched: remove unneeded #if directive

__cond_resched_spinlock() is in #ifdef CONFIG_PREEMPT_RT.
So the following line always true.
#if (defined(CONFIG_SMP) && defined(CONFIG_PREEMPT)) || defined(CONFIG_PREEMPT_RT)
