[PATCH] x86: APIC: Make apic_verbosity unsigned

As a microoptimisation, make apic_verbosity unsigned. This will make
apic_printk(APIC_QUIET, ...) expand into just printk(...) with the
surrounding condition and a reference to apic_verbosity removed.
