Is preemption always disabled by the op_x86_model_spec.check_ctrs()
caller? If not we have a race here and warnings will be generated if
suitable debugging options were enabled.

We this code runtime tested with all debugging options enabled?
Documentation/SubmitChecklist has info about this.
