 Yes, that's mount(8) bug. It doesn't read old options from /etc/mtab
 when you remount by "mount -o remount <src> <dest>".

 ... or use "mount -o remount <dest>", for example:

   mount -t xfs -o remount,ro /mnt/scratch/mnt
