[PATCH 5/5] Add fair "control groups" scheduler

Enable "cgroup" (formerly containers) based fair group scheduling.
This will let administrator create arbitrary groups of tasks (using
"cgroup" psuedo filesystem) and control their cpu bandwidth usage.
