[PATCH] make disable_console_suspend runtime configurable

I hate having to recompile the kernel, just to be able to debug suspend.
Remove CONFIG_DISABLE_CONSOLE_SUSPEND, replace it by a sysctl in
/proc/sys/kernel/disable_console_suspend.
