[PATCH 07/18] mv kernel/cpu/cpufreq/speedstep-lib.c

Move kernel/cpu/cpufreq/speedstep-lib.c to the common hold.

Also has the slight change to reference speedstep-lib.h that is being moved
to include/asm-i386.
