You mean, for the specific OEM hardware involved? I don't think MS does that, its probably the OEM...

Putting drivers into Windows installation CDs is easier then it seems at first. I have made a few to ease installation on new computers, though I usually use Ghost to achieve the same goal.

Which is actually what some OEMs do instead of giving you a real Windows installation CD (With the image residing on a hidden partition).
