[PATCH] reboot: remove device_suspend(PMSG_FREEZE) fromkernel_kexec

If device_suspend(PMSG_FREEZE) is not ready to be called in
kernel_restart it is definitely ready to be called in the more the
more fickle kernel_kexec.
