[PATCH] pci: cleanup argument comments for pci_{save,restore}_state

[PATCH] pci: cleanup argument comments for pci_{save,restore}_state

The buffer arguments have been removed from pci_{save,restore}_state.
The comment blocks for those functions should reflect that.
