No idea of what might be causing this, its indeed strange. Are you using ACPI ?

How does v2.4.28 behaves? It seems no 2.6.x kernel behaves "correctly" also.

The problems seen on v2.6.x seem to be different from the ones in v2.4.x though,
you do not see the random PCI routing changes there do you?
