[PATCH]Add sysctl interface to sched_domain parameters

[Zou, Nanhai]

I think add sysctl interface to sched_domain parameters is helpful to
debug and tuning those parameters at run time.
Here is the patch against kernel 2.6.9 to add sysctl interface to those
parameters.
