[PATCH 3/3] fbdev: fix scrolling corruption

This patches fixes the following:

- scrolling corruption if scrolling mode is SCROLL_PAN_MOVE. This bug
was introduced by the tile blitting patch.

- flashing cursor even when console is blanked
