[PATCH 2.6.9-rc1-mm3] [m32r] Modify IO routines for m32700ut CFaccess

Hi,

Here is a patch for M3T-M32700UT board.
- Enable CF access through card-service if CONFIG_M32R_CFC is not defined.

P.S. Sorry, there are many ugly indentations in arch/m32r/io_*.c.
I hope to rearrange them and send patches soon.
