Is your architecure broken?

Works fine on x86:
root@foo:/proc/irq# cat 17/smp_affinity
ffffffff
root@foo:/proc/irq# echo 1 > 17/smp_affinity
root@foo:/proc/irq# cat 17/smp_affinity
00010000
