Hi All,

The problem whose shutdown is impossible in 2.4.18-27 has occurred.
2.4.18-27 is Kernel upgrade of Red Hat 8.0.
The ttyS1 is used as the serial console in my environment.
If a shutdown is performed, it will stop at mgetty.

When tty_wait_until_sent() is investigated,
I think that it does not escape from the following loops.
