You had NMI on, correct? Sysrq doesnt work, correct?

It might be a problem in the IO scheduler, yes.

Lets isolate the problems: If 2.4.21 doenst lockup, try 2.4.22-pre7
without drivers/block/ll_rw_blk{.c,.h} changes.
