David, Alan,

I've updated the depca driver to use the EISA/sysfs framework. While I
had my hands under the hood, I got rid of check_region.

Since I only have an EISA board, this is untested on both ISA and
MCA. Also, modules being currently broken on alpha, this is only
tested when built-in.
