Remove a FIXME from kernel/sysctl.c

Remove a "FIXME" from kernel/sysctl.c:do_rw_proc(). The this change adds
an loff_t * parameter to proc_handler. This argument points to the current
possion in the file. proc_handler()'s now read and change this value
instead of f_pos. This mirrors work done in vfs_read() and vfs_write().
