I see that the topic changed.
First it was the difficulty to get at a partial block
at the end of a partition.
Now it is the difficulty to get at a block past the end
of the reported disk capacity.

The former is an administrative internal kernel business.
The latter may require vendor commands.
For example, my setmax utility does precisely this.
