The code in arch/ppc/config.in looks correct to me.

Please provide more details on how it "doesn't work here":

    Are you using 'make config', menuconfig, or xconfig?
    What menu are you on that gives the bad result?
    Which PCI devices are you failing to see?

Also attach your .config file.
