[PATCH] make menuconfig using libc5

I've send this patch before. It was included in 2.4.0-test1-ac5 ...

On a system using libc5 make menuconfig will fail because linux/config.h.
doesn't exist yet. You really only need that to compile the kernel itself.
It's only included for an other thing that is inside #ifdef __KERNEL__
itself.
