??? The setup code _is_ segment-relocatable since introduction of bzImage
(1.3.73) and LOADLIN is making use of it since ages (min DOS mem 100K).
To be more precise: The setup code (setup.S) can run at any segment
below or equal 9000, then just before entering 32-bit protected mode
it moves itself up to 9000 to make the kernel happy accessing the
parameters (boot sector, commandline e.t.c.) at a fixed location.
