It fails not when scope_id is not set, but when interface
is not specified. scope_id is not the only method to select
interface.
This bug fix was not related to adding scope_id to sockaddr_in6,
it is occasional coincidence in time. Using link local addresses
without interface was never legal.

I does not, certainly. Previous versions did not blame
on illegal addresses, but they never worked correctly without
preset interface selection.
