struct inode.i_blocks

This is probably "well known," but I have not seen anything to clearly
answer my question.

Does struct inode.i_blocks count only data blocks in use by a file, or
does it include the "overhead" of representing that file on disk?
(i.e., the indirect blocks, etc.)
