RFC: HZ / TCP_TW_RECYCLE_TICK values in TCP code

Hi,

I'd like to canvas opinions on the following code that I'm considering
applying. It has been sent in to support one of the many ARM architectures,
and it affects the IP code directly. The patch can be found at:

I think this was discussed before on lkml in relation to changing the HZ
value on x86. However, this is needed for other architectures as well
which may not have HZ values of 100.
