It's unclear what you're trying to do with a virtual net other than just
creating one. If making one is all you're trying to do, then have a look at
my user-mode port (http://user-mode-linux.sourceforge.net). You get virtual
machines with virtual network devices that you can hook together into a
virtual net.

I recently put up a screenshot of such a setup, with two virtual machines, one
with a local X server and the other displaying an xterm on it
(http://user-mode-linux.sourceforge.net/net.html).
