[PATCH] runtime kernel profile enabling/disabling

This is a patch to 2.3.99pre6 which allows enabling/disabling kernel
profiling through /proc/sys/kernel/prof_shift

To enable profiling set prof_shift to the value you would use in the
profile= boot paramater. To disable profiling, set prof_Shift to 0.

Please test/comment. I also have this implemented as a new system call if
that would be a better way to do this.
