Working fine here with the same configuration.

I am not noticing this on my system with the same configuration. It is
debian potato running 2.3.99-pre4-2

This is just sitting running rc5des:

CPU states: 0.0% user, 0.5% system, 99.4% nice, 427785.4% idle

Look at the idle number :)

But that varies too:

CPU states: 0.0% user, 0.1% system, 99.7% nice, 0.0% idle
CPU states: 0.0% user, 0.0% system, 99.8% nice, 0.0% idle

Now running make -j 2 on the kernel source:

CPU states: 94.1% user, 2.2% system, 3.5% nice, 0.0% idle
CPU states: 89.0% user, 6.0% system, 4.6% nice, 0.1% idle

Abit mobo running 2 Celeron 366 CPU's.
