Obsolete variables in Makefiles?

In arch/{arm,i386,mips,sh}/Makefile there are a number of targets that
depend on $(CONFIGURE). However, these are the only references I can
find to this variable. Should I submit a patch to take them out?
Or are they meant to refer to $(TOPDIR)/.config?
