In 2.3.47-6, I had to add netif_device_attach(dev); at the end of
wd.c:wd_probe1 to make the WD80x3 driver work when compiled as
non-module. Maybe it's the same problem.

(Note: just adding that call to netif_device_attach is a hack and
unlikely to be "the right" solution.)
