Compare it to punishing employers for a dangerous
situation at work. You don't (and should not) wait
with inspection of workspace safety until after an
accident has happened.

Of course there are people who might disagree with
this, they are free to do whatever they want with
their mailserver and I won't argue for or against
that ... after all, it's their server.
