2.3.38: No definition for sch_api.c:TCQ_F_INGRES, compile error

Hello,

While compiling 2.3.38(UP/anything as modules) i found:

gcc -D__KERNEL__ -I/usr/src/linux/include -Wall -Wstrict-prototypes -O2 -fomit-frame-pointer -fno-strict-aliasing -pipe -fno-strength-reduce -DCPU=586 -march=i586 -c -o sch_api.o sch_api.c

The TCQ_F_INGRES in sch_api.c introduced in 2.3.38 (not pre-2.3.38-1) seems
not to be defined anywhere in de kernel src tree.
