ipchains homepage - not reachable [Virus checked]

Hi to All,
I'm trying to reach the homepage and the howtos for ipchains at
www.rustcorp.com/linux/ipchains/HOWTO.html
- can't reach! (Perhaps someone knows a mirror?)

I want to use the Local Process - Interface behind the routing decision in
ipchains.
My job is to limit the bandwidth of ip-trafic for an ISP.
I need everthing to get started on wirting a process for the ipchains
interface.

Any assistance and support is gratefully appreciated!
