host.allow and .deny

I have rules in hosts.allow and hosts.deny, but they only affect
connections which comes via ethernet interface which has one IP.
Connections on 2nd interface (slip), with different IP, are not
affected by hosts.allow and hosts.deny rules.
I use Debian 2.1, please what is wrong, or not properly configured ?
