This is a basic security issue: root is disallowed telnet (and ftp) acces in
basic installations.
Recommended action is to log in as another user, and use 'su' to do root
work, or to install an ssh package.
There is also the possibility to allow root logins thru telnet by adding
ttys to /etc/securetty, but this is not recommended since it opens up a
large security gap.
