ping -f can DoS a P166?

ocs4 is P166 with NE2000 ISA clone. ocs3 is P266 with Xircom RBEM56G
(PCI Cardbus 32). Running on 10BaseT with a dumb hub in between. Both
on 2.2.9 UP. ping -f from ocs4 to ocs3 is fine, no dropped packets and
ocs3 is still responsive. ping -f from ocs3 to ocs4 drops packets and
ocs4 becomes almost totally unresponsive until the ping ends. An
effective DoS.

I would expect a P166 to cope with a flood, especially as there are no
problems sending from ocs4. Given that ocs4 only has an ISA NE2000
clone, is it worth looking any closer at this problem?
