Delegate between ftp protocol and squid ftp cache

I want to use delegate as an gateway between ftp protocol (native ftp
clients) and squid ftp cache (which is http based). So, can I set delegate
to listen on 8021 as an a normal ftp proxy, but use the squid on 3128 for
downloading full urls.

Can you help me?
