It is not a hacker.
It is all of these:
- It is your modem not responding to vgetty (probably turned off)
- Using an outdated version of mgetty with broken vgetty software
(The mgetty 1.1.14 distribution contains broken vgetty due to a rewrite)
- Redhat still delivers the broken and outdated mgetty/vgetty
(As a matter of fact: mgetty has always worked for me starting from the
first version I used, 0.22. v)
- Voice modems are very sensitive. They crash very fast. (Especially some
rockwell modems that already crashed only switching to voice with
at#cls=8). (Maybe that is why it is not responding).
- vgetty's logfile is not put in logrotate.conf, so it will keep on
growing.
- Maybe somebody dialed you modem, and talked to it, which triggered the
faulty code within vgetty, which maybe crashed your modem...

What YOU should do:
- upgrade to at least mgetty-1.1.20 to obtain correct and working vgetty
code (or use mgetty, and not vgetty, if you don't use the answering
machine functionality).
- Read the documentation of mgetty, and read (if any) documentation about
vgetty.
- Read the manpages of logrotate
- Configure mgetty or vgetty and logrotate accordingly.
- Check out alt.de.comm.mgetty (Or search for a newsgroup called mgetty)
That's it
