IPCP relationships.

Hello folks.

Me: Squid 2.0.patch2
My ISP: Squid 2.1.patch2

I would like my local proxy to request non gathered documents to my ISP's proxy.
I ask my ISP admin for their icp-port but the answer confused me. They said:

>To accomplish that you need both:

>1. Static IP to our ISP.
>2. We have to grant your machine permission to do this because if we don't configure
> our proxy as your's father it doen't run.

As I know of draft-wessels-icp-v2-appl-03 and draft-wessels-icp-v2-03 (didn't
read rfc2186) the unique proxy relationships are parent and siblings but I
thought this is a unilateral relationship, not a bidirectional as suggest my
ISP.

The unique reason occurs to me for this is they have a rude firewall and they
have to open it for me.

Am I wrong? Must be the parent configurated as parent of a particular child?
