You can use fair queuing with CBQ/TBF.
You'll need support compiled either in kernel or modules, and the
iproute2 package from Alexey Kuznetsov, available at
ftp://ftp.inr.ac.ru/ip-routing in order to configure this.
Older versions didn't compile on glibc2 (libc6) systems, but i think
this has been fixed on newer ones.\
